Report No. MM 97-14 MASS MEDIA ACTION September 3, 1997 FIRST DTV CONSTRUCTION PERMIT APPLICATION GRANTED TO STATION KHVO(TV), HILO, HAWAII Today, the Federal Communications Commision's Mass Media Bureau issued the first DTV construction permit to KITV Argyle Television, Inc.'s station KHVO(TV), Channel 13 in Hilo, Hawaii. The construction permit application, for DTV operation on Channel 18, was granted within two days of its receipt by the Bureau. Under the Commission's "certification checklist" procedures, DTV construction permit applications are expedited when the applicant answers "yes" to five questions. KITV Argyle Television, Inc. confirmed that its application specifies a transmitter site within 5 kilometers of the site assumed in the DTV Table of Allotments created in the Sixth Report and Order in MM Docket No. 87-268, released on April 21, 1997. The applicant also confirmed that the DTV station's proposed ERP and antenna height will not exceed the values in the DTV Table. Further, the applicant stated that the DTV station's proposed operation would comply with the Commission's RF radiation and environmental requirements. KITV Argyle Television, Inc., also confirmed that it had a registered or an FAA approved tower site. The applicant was able to take advantage of the expeditious grant procedure and the Mass Media Bureau was able to process and grant this DTV construction permit application within two business days of its receipt by the Bureau.
