The above-captioned uncontested application, filed pursuant to Section 214 of the Communications Act of 1934, as amended, requested consent to transfer control of BC TEL to BCT.TELUS Communications, Inc. (BCT.TELUS). The application was placed on public notice as eligible for streamlined processing and granted effective March 3, 1999. Prior to grant, BC TEL filed an addendum to the application in which it stated that it would consent to regulation as a dominant international carrier on the U.S.-Dominican Republic and U.S.-Venezuela routes, due to its affiliation with incumbent carriers on the foreign end of these routes. 2. BC TEL states in its addendum that GTE Corporation holds a 26.7 percent ownership interest in BC TEL's parent, BCT.TELUS. GTE Corporation also has controlling interests in Compania Dominicana de Telefonos, C. por A. (CODETEL) in the Dominican Republic and Compania Anonima Nacional Telefonos de Venezuela (CANTV) in Venezuela. BC TEL correctly notes that GTE's interests in BC TEL and in each of these incumbent foreign carriers constitute an affiliation within the meaning of Section 63.09(e) of the Commission's rules. 3. Accordingly, IT IS ORDERED that our grant of application File No. ITC-T/C-19990114- 00023 is subject to the condition that BC TEL will be regulated as dominant on the U.S.-Dominican Republic and U.S.-Venezuela routes as specified in Section 63.10 of the Commission's rules. 4. All other terms and conditions set forth in the public notice released March 4, 1999 remain the same. 5. This order is issued under Section 0.261 of the Commission's Rules and is effective upon adoption. Petitions for reconsideration under Section 1.106 or applications for review under Section 1.115 of the Commission's Rules may be filed within 30 days of the date of public notice of this order (See Section 1.4(b)(2)).
