By this Order, the International Bureau, on its own motion and in accordance with Section 1.108 of the Commission's rules, extends, by one week, the filing date for Final Analysis Communications Services, Inc. ("Final Analysis") to certify, in writing, its commitment to proceed with the launch and operation of its satellite system ("Certification Condition") as required in its Order and Authorization. This limited extension will permit the Bureau to consider fully the record filed in response to Final Analysis's Request for Clarification or Stay. 2. On April 1, 1998, the Bureau authorized Final Analysis to launch and operate a non-voice, non-geostationary mobile-satellite service system in low-Earth orbit ("Little LEO" system). In the Order and Authorization, the Bureau required Final Analysis to meet the Certification Condition by May 1, 1998, 30 days after approval of the license. The Order and Authorization further provided that failure to satisfy the Certification Condition by that date would render the authorization null and void. On April 20, 1998, Final Analysis filed a Request for Clarification or Stay, asking the Bureau to clarify the Certification Condition or, in the alternative, to stay the effectiveness of the condition. On April 28, 1998, Leo One USA filed comments opposing Final Analysis's April 20, 1998 request. 3. To allow the Bureau sufficient time to review the pleadings and to issue a decision with respect to Final Analysis's Request, the Bureau will, on its own motion, change the date by which Final Analysis is required to satisfy the Certification Condition to May 8, 1998. We take this action to consider more carefully the issues raised by Final Analysis before the authorization, by its own terms, becomes null and void for failure to meet this condition. 4. Accordingly, pursuant to Sections 0.261 and 1.108 of the Commission's rules, 47 C.F.R.  0.261 and 1.108, IT IS ORDERED that the date for Final Analysis Communications Services, Inc. to comply with the Certification Condition contained in paragraph 80 of the Order and Authorization IS EXTENDED from May 1, 1998 to May 8, 1998. 5.
