McElvane, Senior Counselor for International Development in the International Bureau's Telecommunications Division has been selected to coordinate Chairman Kennard's Development Initiative, which focuses on Africa, Latin America/Caribbean, Asia, and Eastern Europe. In this capacity, she will be responsible for the overall strategy to implement the initiative and will oversee the associated day-to-day activities. Ms. McElvane has specialized in telecommunications development matters for the past 4 years. A former Legal Advisor to the Chief of the Common Carrier Bureau and 5 year veteran of the Mass Media Bureau, Ms. McElvane contributes to and oversees the FCC's submissions to the International Telecommunication Union's work with developing countries, in concert with the State Department, NTIA, and various industry participants. She was a principle author of the United States' initiative for future ITU study and recommendations on increasing Internet infrastructure in developing countries that was adopted by the ITU 1998 World Telecommunications Development Conference. Ms. McElvane's regional concentration has been on the continent of Africa where she has provided extensive advice and counsel on telecom and Internet policy. She will continue to oversee African telecom matters. A member of the District of Columbia, New York, and Supreme Court Bars, Ms. McElvane received her Bachelor of Science degree from American University and her Law degree from Howard University. - FCC -
