Iowa Utilities Board. As Chairman Kennard explained in his February 23, 1999, speech to NARUC, the purpose of this system is to maintain a stable environment for the development of competition in the local exchange market by reducing, as much as possible, the uncertainties resulting from the Supreme Court's order that may lead to disputes between carriers.  XL- xThe Bureau's rapidresponse dispute resolution process will be available to assist  X5-carriers in resolving new issues arising from the Iowa Utilities Board remand order. It is not  X -intended to address other disputes between carriers. xFor example, one of the primary areas in which the Bureau's rapidresponse system may provide assistance is with respect to the continued availability of Unbundled Network Elements (UNEs) during the period when the Commission, at the Court's direction, reconsiders the rule which determines the extent of ILECs' obligations to provide particular UNEs. In order to prevent disruptions of services during the reconsideration proceeding, the Bureau Chief has already obtained written commitments from the BOCs and GTE (the ILECs) that these companies will continue to make UNEs available in the same manner in which they were available prior to the Supreme Court's decision. :(0*0*0*A(e%_ !g!XhԌxAttached to this notice are the ILECs' letters setting out each carrier's commitment to offer UNEs while the Commission completes its reconsideration. The Bureau is publishing the BOC and GTE commitment letters to ensure that all competitive local exchange carriers (CLECs) are aware of the terms of the commitments. The Bureau hopes that these commitments will facilitate the continuing development of competition in the local market and provide some measure of certainty to parties operating under current interconnection agreements. As the Chairman indicated in his recent NARUC speech, the Bureau will act as a liaison between the ILEC and their new competitors to provide early intervention in these new disputes with an eye toward avoiding lengthy proceedings or litigation.  Xv-x3.` ` Finally, if the Bureau's informal intervention fails to resolve the dispute to the parties' mutual satisfaction, the CLEC may, if appropriate, file a formal complaint with the Commission, including, possibly, a complaint under the Common Carrier Bureau's  X1-Accelerated Docket procedures.
