US WEST Petitions Commission for Permission to Implement New Service Rate Elements

                        Pleading Cycle Established

COMMENTS:  May 1, 1998

        On April 23, 1998, US WEST filed a petition requesting permission to implement new
switched access rate elements necessary to provide Local Number Portability (LNP) Query Service. 
US WEST states that its proposed rate elements are patterned after certain rate elements that another
local exchange carrier (LEC) had proposed and which the Commission approved.  

        US WEST asserts that Ameritech Corp (Ameritech) and Bell Atlantic previously filed petitions
under Part 69.4(g) of the Commission's rules, 47 C.F.R.  69.4(g), to establish new service access
tariff rate elements intended to recover the ongoing costs of providing number portability query
services to telecommunications carriers that do not provide their own database capabilities.  US WEST
states that both of these petitions were approved and that, pursuant to the Third Report and Order in
CC Docket No. 96-262, after an incumbent LEC has satisfied the public interest requirement for
establishing new rate elements for a new switched access service and the original petition did not rely
on a competitive showing, other incumbent price cap LECs can introduce identical new services and
their petitions will be reviewed within 10 days.  US WEST therefore requests permission to
implement the following rate elements, which it claims are identical in all material respects to those
approved for Ameritech and Bell Atlantic:  Prearranged End Office LNP Query; Prearranged Tandem
LNP Query; Default End Office LNP Query; Default Tandem LNP Query; and LNP Query Database
Charge.  

        Interested parties may file comments on US WEST's petition no later than May 1, 1998. 
When filing comments, please reference the internal file number:  CCB/CPD 98-33.

        An original and four copies of all comments must be filed in accordance with Section 1.51(c)
of the Commission's rules, 47 C.F.R.  1.51(c).  In addition, one copy of each pleading must be filed
with International Transcription Services (ITS), the Commission's duplicating contractor, at its office
at 1231 20th Street, N.W., Washington, D.C. 20036, and one copy with the Chief, Competitive Pricing
Division, 1919 M Street, N.W., Room 518, Washington, D.C. 20554.
