See Public Notices, "Common Carrier Bureau Seeks Comment on Petitions for Extension of Time of the Local Number Portability Phase I Implementation Deadline," DA Nos. 98-449 and 98-451 (Comm. Carr. Bur., rel. March 4 and March 5, 1998). To the extent that those petitions requested delays of the Phase II implementation deadline of May 15, 1998, they will be treated as if a separate petition had been filed. Similarly, if parties have already commented on petitions from these entities, and have addressed scheduling delays beyond Phase I implementation in their comments, those parties need not file additional comments specifically addressing delays of Phase II implementation. On March 16, 1998, AT&T Corporation; Sprint Local Telephone Companies; Teleport Communications Group, Inc.; and Vista-United Telecommunications each filed petitions seeking a delay of the LNP Phase II implementation deadline of May 15, 1998. Individually, the petitioners state that their respective implementation delays are due to the failure of Perot Systems Corporation (Perot), the Number Portability Administration Center (NPAC) vendor originally contracted by the Southeast, Western and West Coast LLC Regions to provide a stable platform to support local number portability. Petitioners further advise that the Southeast, Western and West Coast LLCs have dismissed Perot and have recently contracted with Lockheed Martin-IMS who will have an NPAC ready on May 11, 1998. Once the NPAC is in place, carriers state that they must do testing of various ordering systems before local number portability can become commercially available. We seek comments on above-referenced petitions for extension of the May 15, 1998, Phase II Implementation deadline. Comments are due by March 30, and reply comments by April 6, 1998. Parties filing comments may do so collectively or individually on the petitions listed in this notice. Parties filing comments are encouraged to include in the comments' headings that the comments refer to CC Docket Number 95-116 and should indicate the NSD File Number of the specific petition that their comments address. Arguments specific to any one entity or entities should be clearly identified in all pleadings filed. Ex parte presentations in this proceeding will be governed by the procedures set forth in Section 1.1206 of the Commission s rules, that are applicable to permit-but-disclose proceedings.
