Tularosa Basin requests elimination or modification of the annual high cost loop support conditions imposed in a July 16, 1996 Order granting study area waivers for the purchase of exchanges by Tularosa Basin from U S WEST Communications, Inc. in New Mexico. Tularosa Basin requests, at a minimum, that the high cost loop support administrator be directed to adjust payments retroactive to January 1, 1998 to reflect the same high cost loop support treatment for Tularosa Basin as is afforded all other incumbent local exchange carriers designated as Eligible Carriers which are not restricted by a cap on funding eligibility. In the alternative, Tularosa Basin requests that its cap be modified to reflect actual costs which have been experienced since it began providing service. The Accounting and Audits Division of the Common Carrier Bureau will be considering this action. Interested parties may file comments on the petition on or before April 6, 1998, and reply comments on or before April 16, 1998, with the Secretary, Federal Communications Commission, 1919 M Street, N.W., Room 222, Washington, D.C. 20554.
