     INDEPENDENT TELEPHONE AND TELECOMMUNICATIONS ALLIANCE 
    FILES PETITION FOR FORBEARANCE FOR 2% MID-SIZE INCUMBENT
                    LOCAL EXCHANGE COMPANIES

     On February 17, 1998, Independent Telephone and Telecommunications Alliance (ITTA) filed
a petition requesting that the Federal Communications Commission forbear from applying nine
regulations to mid-size incumbent LECs serving less than two percent of the nation's access lines. 
ITTA is filing this petition for forbearance in accordance with Section 10 of the Communications Act
of 1934, as amended.

     Interested parties may file comments on the petition on or before May 4, 1998, and reply
comments on or before May 18, 1998, with the Secretary, Federal Communications Commission,
1919 M Street, N.W., Room 222, Washington, D.C. 20554.  Comments and reply comments should
reference AAD 98-43.  An original and nine (9) copies of each pleading should be sent to the
Secretary, Federal Communications Commission, 1919 M Street, N.W., Room 222, Washington,
D.C., 20554.  A copy of the pleading should also be sent to Andrew Mulitz, Legal Branch,
Accounting and Audits Division, Common Carrier Bureau, and to the Commission's contractor for
