                NORTH AMERICAN NUMBERING COUNCIL PRESENTS 
              REPORT AND RECOMMENDATIONS CONCERNING USE AND
            ASSIGNMENT OF CARRIER IDENTIFICATION CODEs (CICs)
                          (CC Docket No. 92-237)


  On February 18, 1998, the North American Numbering Council (NANC) provided the
Commission with the Report and Recommendations of the CIC Ad Hoc Working Group to the
North American Numbering Council (NANC) Regarding Use and Assignment of Carrier
Identification Codes (CICs) (February 18, 1998).  This document is responsive to the
Commission directive that the NANC provide recommendations regarding the tentative
conclusions and proposals presented in Administration of North American Numbering Plan,
Carrier Identification Codes, Further Notice of Proposed Rulemaking and Order, CC Docket No.
92-237, FCC 97-364 (rel. Oct. 9, 1997).  

  We note that the deadline for filing responsive comments on the Further Notice of
Proposed Rulemaking and Order is March 6, 1998, and the deadline for filing reply comments
is April 3, 1998.  See Administration of North American Numbering Plan, Carrier Identification
Codes, Order, CC Docket No. 92-237, DA 97-2439 (rel. Nov. 21, 1997).  At NANC's request,
the Commission granted extensions of the original comments and reply comments deadlines to
allow NANC to assemble a cross-section of industry representatives, achieve consensus, and
make recommendations.  Upon the granting of the extension, we emphasized that comments and
reply comments on the Further Notice of Proposed Rulemaking and Order should address the
proposals and tentative conclusions raised by the Commission and should not be limited to
NANC's recommendations.     
  
  The Report and Recommendations of the CIC Ad Hoc Working Group to the North
American Numbering Council (NANC) Regarding Use and Assignment of Carrier Identification
Codes (CICs) is available for review and copying during regular business hours at the FCC
Reference Center, 1919 M Street, N.W., Room 239, Washington, D.C. 20554.  Copies of the
report may be obtained from the Commission's copy contractor, International Transcription
