The USC Switch is within the Metropolitan Statistical Area (MSA) for Los Angeles which is scheduled for Phase I LNP implementation by March 31, 1998. As an CLEC operating in Pacific Bell s territory, GTEC states that until very recently, the USC Switch functioned as a Private Branch Exchange (PBX) under the ownership of USC, and that USC did not upgrade the switch to enable LNP functionality. GTEC asserts that since the time it took possession and began operating the switch on December 20, 1997, it has been working closely with its switch software vendor to establish a rapid LNP schedule for the necessary upgrades to make the USC switch LNP capable. We seek comments on whether to grant a waiver of the March 31, 1998, Phase I Implementation for the USC Switch in the Los Angeles MSA until June 1, 1998. Comments are due by March 6, 1998.
