Washington, D.C. 20554 D A 98-266 R eleased February 11, 1998 COMMON CARRIER BUREAU GRANTS 90-DAY WAIVER OF SEPARATE SUBSIDIARY REQUIREMENTS TO NATIONAL EXCHANGE CARRIER ASSOCIATION, AND ANNOUNCES RELEASE OF 1998 N ANPA FUNDING WORKSHEET, FCC FORM 496 N SD FILE NO. 98-10 On February 6, 1998, the Common Carrier Bureau granted a 90-day waiver of its requirement that NECA incorporate a separate subsidiary corporation prior to performing its functions as the Billing and Collections Agent for the North American Numbering Plan Administrator (NANPA). Administration of the North American Numbering Plan and Toll Free Service Access Codes, Third Report and Order and Third Report and Order, CC Docket Nos. 92-237 and 95-155, FCC 97-372 (rel. Oct. 9, 1997), at para. 86. This waiver allows NECA to mail the 1998 NANPA Funding Worksheet (Worksheet, attached) to all telecommunications carriers prior to incorporating the separate subsidiary. The Office of Management and Budget approved FCC Form 496, the Worksheet, on February 4, 1998. The Worksheet requires contributors to the NANPA to submit information regarding their gross revenues as reported on FCC Form 431 (the Telecommunications Relay Service Fund worksheet) and their payments made to other carriers. Telecommunications carriers are required to contribute to the NANPA an amount equal to 0.000022 multiplied by the difference of their gross 1996 revenues less payments made to other telecommunications carriers for telecommunications facilities and services used to provide telecommunications services. The minimum payment is $100 per year. All entities that are required to contribute to the NANPA must complete the Worksheet by March 12, 1998. See 47 C.F.R. 52.17.
