("NECA") filed a letter with the Commission requesting authorization to provide negotiation and administration services for payphone PIC contracts through its wholly-owned subsidiary Independent NECA Services, Inc. (INS). This request is pursuant to sections 1.401 and 69.603(a) of the Commission's rules.
