        On November 25, 1997, the National Exchange Carrier Association, Inc. ("NECA") filed a letter
with the Commission requesting authorization to provide negotiation and administration services for
payphone PIC contracts through its wholly-owned subsidiary Independent NECA Services, Inc. (INS).
This request is pursuant to sections 1.401 and 69.603(a) of the Commission's rules.

        Interested parties may file comments on this request on or before March 5, 1998, and reply
comments on or before March 20, 1998, with the Secretary, Federal Communications Commission, 1919
M Street, N.W., Room 222, Washington, D.C. 20554.  Comments and reply comments should reference
AAD 98-32.  An original and nine (9) copies of each pleading should be sent to the Secretary, Federal
Communications Commission, 1919 M Street, N.W., Room 222, Washington, D.C., 20554.  A copy
of the pleading should also be sent to Kaylene Shannon, Legal Branch, Accounting and Audits Division,
Common Carrier Bureau, and to the Commission's contractor for public service record duplication:
