     On December 23, 1996, California Payphone Association (CPA) filed a
petition for preemption of Ordinance No. 576 NS, adopted June 17, 1996, by
the City of Huntington Park, California, pursuant to section 253(d) of the
Communications Act of 1934, as amended.  On April 4, 1997, CPA filed a
Notice of Ex Parte Communication (ex parte) with additional information not
contained in its December 23rd Petition regarding the payphone services market
in Huntington Park, California.  

     Interested parties should file comments on the CPA ex parte by April
29, 1997, with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C.
20554.  A copy should also be sent to Janice Myles, Common Carrier Bureau,
FCC, Room 544, 1919 M Street, N.W., Washington, D.C. 20554, and to the
Commission's contractor for public service records duplication, ITS, Inc., 2100
M Street, N.W., Suite 140, Washington, D.C. 20037.  Parties filing comments
in this non-docketed proceeding should include the Policy Division internal
reference number, CCBPol 96-26, on their pleadings.  The CPA ex parte is
available for inspection and copying in the Common Carrier Bureau's Public
Reference Room, Room 509, 1919 M Street, N.W., Washington, D.C. 20554.
