                SWBT'S COMPARABLY EFFICIENT INTERCONNECTION
                        PLANS FOR SECURITY SERVICE

On April 4,  1996, Southwestern Bell Telephone Company (SWBT) filed a
Comparably Efficient Interconnection (CEI) Plan for its proposed Security Service.  SWBT
states that the service will encompass the sale, installation, and maintenance of residential
home security systems.  SWBT further states that the service will comply with each of the
CEI parameters established by the Commission in Phase I of the Computer III proceeding. 

According to SWBT, its Security Service will be comprised of two separate, distinct
components. The first component is Customer Premises Equipment (CPE), which will be sold,
installed, and serviced by SWBT personnel.  SWBT states that the second component of
SWBT's Security Service is the monitoring function, which will be performed by an
unaffiliated entity on whose behalf SWBT will act as a sales agent.  

   Interested parties should file comments on SWBT's CEI plan by May 24, 1996 and
reply comments by June 7, 1996 with the Secretary, FCC, 1919 M Street, N.W., Washington,
D.C. 20554.  In addition, parties should send one copy to Janice Myles, Common Carrier
Bureau, FCC, Room 544, 1919 M Street, N.W., Washington, D.C. 20554, and another copy to
International Transcription Service, Inc. (ITS), the Commission's contractor for public service
records duplication.  SWBT's CEI plan is available for public inspection and copying during
normal business hours, in the FCC's Public Reference Center, Room 239, 1919 M Street,
N.W., Washington, D.C. 20554.  Copies can also be obtained from ITS at 2100 M Street,
