By the Commission:

     1.   Pursuant to Sections 410(c) and 254 (a)(1) of the Communications Act of 1934, as
amended, the Commission appoints the Honorable Patrick H. Wood, III,  Chairman of the Texas
Public Utility Commisson, to serve on the Federal-State Joint Board on Universal Service, CC
Docket No. 96-45.  This appointment fills the position recently vacated by the Honorable Russell H.
Frisby, Jr. former Chairman of the Maryland Public Service Commission.  The Commission gratefully
acknowledges the contributions of Russell H. Frisby, Jr. to the work of the Federal-State Joint Board.

     2.   Henceforth, a copy of all filings in this proceeding shall be served on Chairman Wood
at the following addresses:
