      JOANN LUCANIK NAMED ASSISTANT DIVISION CHIEF, 
  ACCOUNTING SAFEGUARDS DIVISION, COMMON CARRIER BUREAU
                                 
       JoAnn Lucanik has been named Assistant Division Chief of the Accounting
   Safeguards Division, Common Carrier Bureau.  Previously, Ms. Lucanik served as Chief
   of the Policy and Rules Division and Chief of the Financial Analysis and Compliance
   Division of the Cable Services Bureau.
   
       Prior to her career at the Federal Communications Commission, Ms. Lucanik was
   Assistant Staff Attorney for the Maryland Public Service Commission where she
   participated in all aspects of utility ratemaking proceedings, focusing primarily on
   telecommunications issues.  Ms. Lucanik also worked in private practice and as an
   attorney for a national consumer's advocate group on telecommunications and mass
   media issues.
     
       Ms. Lucanik graduated from the Pennsylvania State University and received her
   law degree from the California Western School of Law in San Diego.  She is licensed to
   practice law in California, Maryland, and the District of Columbia.
