                   EMILY HOFFNAR NAMED ASSISTANT CHIEF,  
             ACCOUNTING POLICY DIVISION, COMMON CARRIER BUREAU 
                                                                             
       Emily Hoffnar has been appointed Assistant Chief of the FCC Common
Carrier Bureau's Accounting Policy Division. 

       Since August 1997,  Hoffnar has served as Deputy Chief of the Common
Carrier Bureau's Accounting and Audits Division's Univeral Service Branch.  The
Branch had responsibility for implementing the universal service provisions of the
Telecommunications Act of 1996. 

       Previously, she served as Federal Staff Chair of the Universal Service Joint
Board.  She began her FCC career in 1995 as an industry economist in the Industry
Analysis Division of the Common Carrier Bureau.  

       Hoffnar received her Ph.D. in 1991 from the University of Maryland,
specializing in macroeconomics, labor, and econometrics.  She has several
publications in professional journals, and taught economics at a Texas university
prior to joining the FCC.
