       BLACK ROCK CABLE FILES AN APPLICATION FOR OPEN VIDEO SYSTEM
                              CERTIFICATION


      Pursuant to 47 C.F.R. 76.1502, Black Rock Cable of Bellingham, Washington  ("Black Rock")
filed an application for Open Video System certification on February 25, 1998.  Comments are due to
be filed with the Office of the Secretary and the Office of the Bureau Chief, Cable Services Bureau, on
or before March 2, 1998.  Comments must be filed in accordance with the requirements set forth in 47
C.F.R. 76.1502(e).  Black Rock's application is available via the Internet:
