STARPOWER COMMUNICATIONS, LLC FILES AN APPLICATION FOR OPEN 
                        VIDEO SYSTEM CERTIFICATION


      Pursuant to 47 C.F.R. 76.1502, Starpower Communications, LLC, of Washington, D.C.,
("Starpower"), a joint venture between RCN Telecom Services of Washington, D.C., Inc. and Pepco
Communications LLC, filed an application for Open Video System certification on January 16, 1998. 
Comments are due to be filed with the Office of the Secretary and the Office of the Bureau Chief, Cable
Services Bureau, on or before January 21, 1998.  Comments must be filed in accordance with the
requirements set forth in 47 C.F.R. 76.1502(e).  Starpower's application is available via the Internet:
