S' e  12. ` ` Finally, WFPXTV argues that additional support for grant of its request comes from the  xDBureau's grant of a Wilmington, North Carolina station's request to include communities within its market  Sl' xfrom the southern portion of the RaleighDurham ADI, including Fayetteville.ul {O$&'ԍSee News Press and Gazette, 10 FCC Rcd 10331 (1995)(involving WECTTV).u WFPXTV submits that the similarities between this decision and its current request mandates grant of the petition."9,l(l(,,"Ԍ S'ԙ IV. DISCUSSION  S' e  13. ` ` We grant WFPXTV's petition. The cable television mandatory broadcast signal carriage  x3rules were adopted as part of the 1992 Cable Act. According to the legislative history of that Act, the  xuse of ADI market areas is intended "to ensure that television stations be carried in the areas which they  S' x*serve and which form their economic market."Z yOi'ԍH.R. Rep. 102628, 102d Cong., 2d Sess. 97 (1992).Z The Act specifically provided that the Commission was  x}to consider adding additional communities or excluding communities from the markets of television  S' xZstations "to better effectuate the purposes" of the mandatory carriage requirements.=X yO 'ԍ47 U.S.C. 534(h).= The enumerated  Sh' xxfactors, however, were "not intended to be exclusive."Zh yO 'ԍH.R. Rep. 102628, 102d Cong., 2d Sess. 97 (1992).Z In acting on such requests, the Commission was  xIinstructed to "afford particular attention to the value of localism, taking into account four specified  S' xstatutory factors."1x {O'ԍId.1 We believe that the addition of the communities herein to WFPXTV's television market will better effectuate the purposes of the must carry statutory provisions.  Si ' e # 14. ` ` In analyzing the four statutory factors for market modification, we find that WFPXTV  x@meets virtually all of market modification factors. It is historically carried in the subject communities;  x&it provides either a City Grade, Grade A or Grade B signal to the communities, and it provides locally xfocused programming. With regard to WFPXTV's lack of viewership, WFPXTV correctly notes that  xthe Commission has recognized that stations with programming such as it has typically attract limited  xaudiences. Consequently, while of some significance, we do not rely heavily upon this factor. With  xtregard to the third statutory factor, we believe that, in general, Congress did not intend this criterion to  x/operate as a bar to a station's ADI claim whenever other stations could also be shown to serve the  xcommunities at issue. Rather, we believe this criterion was intended to enhance a station's claim where  xtit could be shown that other stations do not serve the communities at issue. In view of the above, and  xQthe fact that no opposition to this request has been received, we believe that a grant of petitioner's request is in the public interest. " ,l(l(,,"  S' ` `  S' V.
