February 23, 1994 FCC SENDS 11 LETTERS OF INQUIRY CONCERNING CABLE RATE COMPLAINTS As part of its ongoing enforcement efforts, the Cable Services Bureau yesterday issued 11 letters of inquiry to cable operators in response to complaints received from consumers and franchising authorities about cable service rates and practices. The letters identify practices that may violate the FCC's rate regulations, including rate changes that may violate the revenue freeze and practices that may amount to negative option billing, and ask the operator to explain whether these kind of changes were made and for what reason. The letters of inquiry are being treated as restricted matters and ex parte presentations are prohibited. Cable operators have been given 30 days from the date of the letters to respond. A list of companies to whom letters were sent is attached.
