Fifth Report and Order: Resolved issues related to the propriety of Database
Service Management Inc. serving as an administrator of the toll free number
database system and other issues.

Fourth Report and Order: Required that vanity numbers in the 877 toll
free code and future toll free codes shall be assigned on a first-come,
first-served basis as each code is deployed.
Third Report and Order: Concluded that toll free numbering administration,
as structured at the time, violated section 251(e)(1) of the Communications
Act, as amended, and directed the North American Number Council (NANC)
to recommend what entity should administer the toll free database.
Second Report and Order: Adopted rules governing the reservation, activation,
disconnection, warehousing, and hoarding of toll free numbers. Also
sought comment on who should administer the SMS/800 database system.
