Section 214 - Domestic
Domestic entry and exit: To become a telecommunications carrier
or to begin providing service, it is not necessary to file an application
for authority under section 214 of the Act. The Commission's regulation
itself, at 47 C.F.R. section 63.01, confers domestic section 214 authority,
by stating, "Any party that would be a domestic interstate common carrier
is authorized. . ." Only to discontinue service is it necessary to
file an application under 47 C.F.R. section 63.71.
In 1999 the FCC eliminated all entry certification filing requirements
under section 214 of the Communications Act of 1934 and streamlined exit
certification requirements under that section. "Implementation of Section
