1990 - 1997



Headwaters Telephone Company, part of Rhinelander Telecommunications, Inc., was an operating company independent of Citizens Utility Company. Its revenues were below threshold, and it was not required to file ARMIS reports.

1998



In November 1998, Citizens acquired, in its entirety, Rhinelander Telecommunications, Inc., including Headwaters Telephone Company with one study area jurisdiction: Wisconsin.

The company's initial ARMIS filing (the ARMIS Service Quality 43-05 Report), made on April 3, 2000, was for this reporting year's data.

Headwaters Telephone Company was discontinued and the study area was transferred to Rhinelander Telephone Company (CTWI).
