The Operations and Emergency Management Division

The Operations and Emergency Management Division (OEM) is the lead division responsible for coordinating the Commission's emergency response procedures and operations. OEM maintains and operates the Commission's Communications Center (COMM-CTR) and High Frequency Direction Finding Capability (HFDFC) facilities. The division coordinates the Commission's public safety, homeland security, national security, disaster management and related functions on a day-to-day basis and during incidents or other emergencies. The division also is the lead point of contact for all inter-governmental coordination activities, including (under the direction of the Defense Commissioner) the Joint Telecommunications Resources Board (JTRB), components of the Department of Defense (DOD), components of the Department of Homeland Security (DHS) (e.g., the Federal Emergency Management Agency (FEMA) and the National Communications System (NCS)) and advisory committees like the National Security Telecommunications Advisory Committee (NSTAC). The division coordinates and communicates with state and local governmental agencies and public safety organizations. OEM develops and administers the Commission's policies and procedures for responding to emergencies, Continuity of Government (COG), and Continuity of Operations (COOP), including the administration of the Commission's training and exercise program. During emergencies and other incidents, OEM maintains and operates the Commission's emergency operations center and coordinates with other governmental and non-governmental entities. The division acts on requests for Special Temporary Authority (STA) during non-business hours. Finally, OEM staffs the Defense Commissioner and represents the Defense Commissioner with other government agencies and organizations.
