Washington, D.C. 20006 Re: CS Docket No. 99-251, In re Applications for Consent to Transfer Control of Licenses -- MediaOne Group, Inc., Transferor, To AT&T Corp., Transferee Dear Mr. Levy: We have received your request for "workpapers and other supporting data" related to two econometric analyses detailed in the Ex Parte Reply Declaration of Jerry A. Hausman and J. Gregory Sidak, filed with the Commission on November 1, 1999. The data underlying the econometric analyses performed by Hausman & Sidak came from publicly available sources and may be easily replicated by AT&T's own experts. To conduct the Benchmark Regression of Broadband Access Prices on Narrowband Access Prices, Hausman & Sidak's staff made telephone calls to ILEC sales representatives in each state to learn the price of second telephone lines. Demographic control variables were taken from the Census Bureau's Web site, and your clients obviously have access to their own market-by-market pricing data. To conduct the Event Study of DSL Deployment in MediaOne Territory, Hausman & Sidak's staff requested DSL deployment dates and locations from the media representatives identified on GTE's and the RBOCs' Web sites. Again, your clients already know where MediaOne provides cable service. The results of Hausman & Sidak's analyses were also generated using software that is publicly available. Moreover, their Declaration includes -- in the text and the Appendices -- more than sufficient detail for the Commission and your clients to test the validity of the reported methodology and results. Hausman & Sidak used standard econometric procedures in their analyses and the Declaration's tables include a complete description of the procedures and specifications used. Your clients therefore have no need for the requested data to make their case in the FCC's license transfer proceeding. Please do not hesitate to call with questions. Sincerely, John P.
