filed under seal and subject to the Protective Order adopted by 
the Cable Services Bureau on August 6, 1999.   The document has 
been redacted in whole.  Accordingly, its title has been 
submitted in place of the actual redacted document.  In 
accordance with the Protective Order, all confidential documents 
bear a legend identifying them as confidential and subject to the 
Protective Order entered in these proceedings.  In addition to 
the confidentiality notice, the confidential document is marked 
"Copying Prohibited" in accordance with the Protective Order.
