Ancillary Terrestrial Component (ATC)

Ancillary Terrestrial Components (ATC) are terrestrial base stations and mobile terminals licensed to the operator of a Mobile-Satellite Service (MSS) system for provision of radio communication services offered together with MSS, re-using frequencies assigned for the licensees’ MSS operations.  MSS Providers operate in the L-band Big LEO Spectrum: 1610-1626.5 MHz; S-band Big LEO Spectrum:  2483.5-2500 MHz; and, 2GHz Band:  2000-2020 MHz (Earth-to-space) and 2180-2200 MHz (space-to-Earth)

IB Docket No. 01-185 was established in 2001 with the purpose of establishing flexibility for the delivery of communications by MSS Providers in the 2 GHz Band, the L-Band, and the 1.6/2.4 GHz Band.  IB Docket No. 02-364 was established in 2002 to review the spectrum sharing plan among Non-Geostationary Satellite Orbit MSS Systems in the 1.6/2.4 GHz bands.

FCC 05-30 Flexibility for Delivery of Communications by Mobile Satellite Service Providers in the 2 GHz Band, the L-Band and the 1.6/2.4 GHz Bands.  Second Order on Reconsideration.  The FCC reaffirmed its decision to allow satellite operators to integrate ATC to existing MSS systems and modified the rules governing ATC to facilitate provision of improved services to U.S. consumers and public safety officials.
