Round
On May 25, 2001, eight orders were released that relate to the first Ka-band
processing round. The Commission adopted four of these orders; the International
Bureau adopted four on delegated authority. These orders address most of
the outstanding issues pertaining to the first Ka-band processing round
and will allow the Bureau to focus on pending second-round applications.

Second
Round
Second Round Ka-Band Orders. Issued eleven Orders authorizing Ka-band
operation for ten GSO FSS service providers and one license for Ka-band
feeder links to support a recently-licensed 2 GHz mobile-satellite system
(Celsat America, Inc.), at a total of 34 orbit locations. Additionally,
the Order for Pacific Century Group, Inc., was issued in the form of a
"reservation of spectrum" to allow the applicant to operate
GSO satellites, approved by the United Kingdom, to operate in the United
States. Orders were issued for: CAI Data Systems, Inc., Celsat America,
Inc., DirectCom Networks, Inc.; Hughes Communications, Inc.; KaStarCom
World Satellite, LLC; Lockheed Martin Corporation; Loral Cyberstar, Inc.;
Pacific Century Group, Inc.; PanAmSat Corporation; Pegasus Development
Corporation; and TRW, Inc. The Second Round licenses awarded to Hughes
Communications, Inc.; Loral Cyberstar, Inc.; and PanAmSat Corporation
expand the number of satellites for these licensees' systems that were
authorized in the Ka-band First Round.
