The Multilateral
Negotiations and Industry Analysis Branch (MNIA) leads the FCC’s involvement in multilateral
negotiations and international telecommunications industry analysis.
The MNIA is primarily responsible for FCC participation in the International
Telecommunication Union Telecommunications Standardization (ITU-T) and
Development (ITU-D) Sectors as well as the major multi-sector ITU conferences.MNIA is also responsible for FCC participation in the Organization for Economic Cooperation and Development (OECD).
As the subject matter experts for the State Department on a large number
of telecommunications and development issues, such as Internet Protocol
Telephony, Internet charging arrangements, ENUM, accounting rates, network
security, universal service, mobile termination issues and International numbering resource, the FCC, through MNIA, plays a critical role in these international
meetings.
MNIA is responsible for preparation for major multinational conferences,
such as the ITU Plenipotentiary Conference, the ITU Council meetings the
World Summit on Information Society (WSIS) the ITU World Telecommunication Standardization
Assembly (WTSA), and the ITU Telecommunication Development Conference.
In addition to representing the FCC at the ITU and OECD, MNIA is also responsible for industry analysis of global and foreign communications markets. As part of the on function, MNIA has responsibility for analyzing analysis and publishing an annual report international traffic and revenue data that is submitted by international carriers pursuant to Section 43.61 of the Commission's rules.
Contribute to the Bureau's MNIA staff also publishing Working Papers on subjects of inters to the the staff.
