N-xTechnical equipment and cables, and communications systems, as well as individual components that may be delivered by different suppliers or may work independently, are subject to certification. xThe need for a certificate specifically for TTE that was sold and purchased prior to 1994, or that is in longterm operation, is regulated by executive directives of the Ministry of Posts and Communications of the Russian Federation and by coordinated decisions of Gossviaznadzor (the State General Supervisory Committee for Communications) and the Certification Department of the Ministry of Posts and Telecommunications of Russia as approved by the top executives of the Ministry.  N-xTTE certification tests for compliance with technical requirements are performed on samples of production models, as well as on prototypes after corrections have been introduced into the prototypes in accordance with the results of acceptance testing. xAfter modifications are made to the circuitry, design or production technology of certified TTE, the equipment must be recertified with the required tests. xCertification is a series of actions, as a result of which special documents are issued, i.e., a certificate and a compliance mark. This confirms that the product is in compliance with the ICN of Russia. xCertification tests are performed in certification centers and laboratories accredited by the Ministry of Posts and Telecommunications and by Gosstandart of the Russian Federation. A certification test center may be a stateowned enterprise of the Ministry of Posts and Telecommunications of the Russian Federation, as well as an enterprise of another form of ownership that has gone through the accreditation process for competence and independence from interested parties, i.e., manufacturers (sellers, developers) and purchasers (customers, industry authorities). A month prior to completing certification, the certification center submits them for approval to the interested organization. When certification is completed, the center publishes the general technical requirements (GTR) on the basis of the approved technical specifications (TS). xThe certification test schedule is subject to approval by the Certification Department of the Minsviaz Russia before the center or laboratory and the applicant sign the contract, in order to confirm or deny the validity of the proposed certification dates. xCertification fees are determined based on calculations of the actual labor expenditures for factory and line tests.  N-xThe Executor of certificates is instructed to execute compliance certificates, to protect against forgery, to register certificates, and to keep the registry of Minsviaz Russia for certified communications technology. xThe established terms for the abovementioned list of the Executor's activities are as follows: preparation, protection, certificate registration, and the keeping of a registry. Fees for these activities are determined by the calculations of a certificate executor. xA certificate is handed to the applicant on the instruction and in the presence of a representative of the "Elektrosviaz" Certification Body by a representative of the Executor only after the customer presents the payment documents. xThe certification center or laboratory sends the test results, in the form of conclusions on them, together with the test reports, to the Certification Body, and sends copies of the documents to the certification applicant. All of the materials on the contract, test results, and reports are prepared in the Russian language. xAfter receiving the test results, conclusions, and test reports, the Certification Department and the interested organizations jointly consider the documents and, within a period of not longer than one month, determine the permitted uses of a product. xThe Certification Department, based on the conclusion of the certification center or"X)0*0*0*+" laboratory, and taking into account the conclusions of the interested organizations, prepares materials for the final decision. xA compliance certificate can be granted to the certification customer for a communications system or for a device, as well as for component parts that can be used independently or that may be assembled by different suppliers, provided that all requirements are fulfilled throughout the certification period. The certification period for a manufacturer is 3 years; for a supplier, dealer, distributor, or trade agency having an agreement with a manufacturer, the certification period is up to 1 year. The certificate enters into effect on the date it is signed. After the period of validity has expired, the certificate can be extended for another period without conducting certification tests based on the certificate owner's application about the absence of the changes in the product. xThroughout the period of validity of a certificate, a manufacturer, supplier, or vendor is responsible for compliance of the TTE with the requirements for which certification tests were performed and for due application of the compliance mark. xThe Certification Department is authorized to attest to a certificate with a special raised seal that, at the same time, is a part of the protection measures against document forgery. xThe compliance certificate, once granted, gives the manufacturer or supplier the right to deliver the certified products directly to enterprises, or to sell them in wholesale and retail trade. A notarized copy of a certificate or a copy with a seal of the Certification Body must accompany each lot or separate unit. xIf the conditions fixed in the compliance certificate are observed, certified products may be offered on the communications technology market of Russia without any restrictions. xAccording to the compliance certificate that has been granted, a manufacturer or supplier must label products with the mark indicated in the certificate. Domestic manufacturers must label products, registration certificates, or manuals accompanying the product with a mark according to the Principal Standards 45.0295, "Industry Certification System. Compliance Mark. Procedures for Labeling Technical Telecommunications Equipment." (Approved 11/8/95. Implemented 1/1/96). xA consumer is responsible for properly using TTE. xCommunications equipment may not be sold by a manufacturer or supplier without the certificate and the compliance mark. xIn the case of an unwarranted attachment of uncertified TTE to the integrated communications network (ICN) of Russia, communications operators have a right to disconnect this TTE from the ICN of Russia after notification. xA TTE consumer bears the responsibility for operating uncertified technical telecommunications equipment. Xx  xAttachment of TTE to the ICN to perform certification tests is allowed only with the permission of the Certification Body."X)0*0*0*+"ԌxIf individual technical requirements that do not influence equipment performance and the reliability of operation of the ICN of Russia temporarily are not met, or if it is impossible to test the technical requirements on the equipment, the "Elektrosviaz" Certification System establishes the rules for granting a certificate to an equipment supplier. xIn this case, a certificate is granted with restrictions on the use of the equipment, and the Central Certification Body sets the validity period. Restrictions are set out in the section "Terms of Product's Use." The section "Decision of the Central Certification Body" includes a note about the timeframe during which restrictions may be removed, but the period is never in excess of one year. To remove the restrictions and receive a new certificate, an applicant must present to the Certification Body the conclusion of a certification center or laboratory that the restriction should be removed . xWhen making modifications to the design, the product's components, software, or production technology, a manufacturer or supplier must report these modifications, in writing, to the Certification Body, and the certification center or laboratory. The manufacturer or supplier also must perform additional certification tests. xIf it is impossible to perform, on one product, all of the certification tests that are needed to demonstrate compliance with the requirements of the ICN of Russia , the Certification Department may decide to grant a compliance certificate for those requirements that have been tested, and to perform the remaining certification tests on the next product presented for certification that has the untested functions. After the untested functions are tested, the certificate is corrected, using the same certificate number, but putting on a new date. xAs an exception to the usual certification procedures, a communications operator, instead of a supplier, may request that certification tests be performed when the supplier is not available in the Russian market. These tests are only performed on a specific lot or consignment of products purchased on a onetime basis from one manufacturer. In this case, the certificate must include identifying features of the units, for instance, the date of purchase. xIf the operator purchases a new consignment of the same products, and the operator can document that the new consignment was produced by the same manufacturer, the operator can request that the list of units covered by the certificate be supplemented, without retesting. The operator's request to supplement the existing certificate must be sent, as an application, to the Certification Department. xCertificates of the Minsviaz Russia are valid for technical equipment used by  N!-departmental networks if the equipment is attached to the public communications network.  Np#-x For TTE having special requirements for instance, for fire, gas and explosion hazards the appropriate departments will give the second certificate for these requirements. xThere is coordination among centers or laboratories of the branch "Elektrosviaz" Certification System, and certification laboratories of other ministries and departments, as well as central certification bodies (if they exist in these departments). "X) 0*0*0*+"ԌxThe Central Certification Body adopts decisions about recognizing and registering certificates granted by certification bodies of other countries for domestic and imported products used in the country. These decisions are made on the basis of bilateral agreements between the Ministry of Posts and Telecommunications of the Russian Federation and the respective communications administrations of other countries. xThe main documents guaranteeing mutual recognition of certificates are mutually accepted technical requirements for TTE, as well as programs and methodologies of certification tests. xThe samples of products used to perform certification tests must be the same in composition and production technology as the products delivered to customers. xThe number of samples, as well as the manner of their selection, identification and storage are established by the certification centers or laboratories on the basis of procedural documents for the certification of specific products and their test methodologies. This information is fixed in the agreement or contract for performance of certification tests signed by the center or laboratory and the applicant. xCertification tests must include, as a rule, factory and line tests. xWithin the framework of the general requirements for TTE, the test centers or laboratories perform tests for safety requirements, making a special report on these tests. In this case a special safety certificate is not granted, but the general, uniform certificate is valid. xAll changes to the validity period of a certificate are made by the Certification Department on the basis of an application of the certificate owner, and are reflected in the registry of certified equipment. xThe validity period of a new certificate after the removal of restrictions is the full 3 years, starting from the validity period of the previously granted certificate. xExtension of a certificate upon its expiration is 3 years for a supplier and 1 year for an official dealer or any other dealing organization. xThe Certification Body begins the process of a certificate extension on the basis of the certificate owner's application, which must be filed not later than 3 months before the date of expiration of the certificate. xAn application for extension must be accompanied by a copy of the certificate and a short reference containing information on the following issues:  NH$-x` ` the introduction, since the certificate was granted, of any changes, or the intention to introduce changes, to the design or composition of a product or to its production technology; (#`  N'-x` ` the results of attestation of production, particularly if attestation was conducted during certification of TTE.(#` "X) 0*0*0*+"ԌxIn any case of disagreement with the certification test results, the concerned parties may appeal to the Central Certification Body of Minsviaz Russia.
