FCC Launches Consumer
Education Initiative for U.S. International Calling
At the FCC's October 11, 2001 Agenda Meeting, the International Bureau
and the Consumer Information Bureau made a joint presentation on recent
trends in U.S. international calling for residential customers, emphasizing
how consumers can take advantage of inexpensive international calling
rates available in the marketplace. One positive trend is that consumer
rates have been decreasing on average and more consumers are using discount
plans than ever before. Moreover, with optional calling plans, dial-around,
and pre-paid phone cards, low rates are available to all consumers, regardless
of their calling volumes. Basic rates, however, remain a issue. Many consumers
still use basic rates, and basic rates are higher than at any time in
the past ten years. In accordance with the Commission's emphasis on consumer
education, the Consumer Information Bureau has begun a campaign to educate
consumers regarding inexpensive international calling options. The Consumer
Information Bureau has created and begun distributing a consumer information

Sirius Satellite Radio, Inc. On October 15, 2001 the Bureau released an
order modifying, on its own motion, the STA granted to Sirius Satellite
Radio, Inc. in September 2001. The STA now requires the DARS licensee
to provide technical information and a DARS point of contact to MDS and

On May 25, 2001, eight orders were released that relate to the first Ka-band
processing round. The Commission adopted four of these orders; the International
Bureau adopted four on delegated authority. These orders address most
of the outstanding issues pertaining to the first Ka-band processing round
and will allow the Bureau to focus on pending second-round applications.
