Filing Instructions for AM Expanded Band
Allotments
April 18, 1997
Model One Facilities
Model one facilities are defined in 47 C.F.R. Section 73.14 as fulltime
stations operating with
10 kW daytime power, 1 kW nighttime power using a non-directional antenna or simple
directional system and broadcasting in stereo.
FCC Form 301
These instructions assume that the applicant will specify Model I
facilities at a transmitter site within 20 km of the allotment coordinates
listed in the March
17, 1997 Public Notice. If the applicant proposes to construct a
new tower rather than utilize an existing tower, additional parts of
the Form 301 must be completed. Waiver requests, if required, must
accompany the application.
General Instructions
Applicants must complete only Sections I, V-A and VII of FCC Form 301.
Section V-A, Form 301
Applicants must completely answer Questions 1, 2, 3, 4, 5, 6, 10, 11, 13
and part of Question 15. The questions are discussed below.
Questions 7, 8, 9, 12, 14 and 16 should be competed if the applicant
proposes either a site other than the site specified by the allotment
coordinates or new construction at the existing site.
- Question 1. Applicant should check the "Filed in compliance with an
Allotment Plan to migrate to the expanded band" box. Do not complete
the Call Sign blank. Expanded band stations will be assigned a new call
sign.
- Question 2 is self-explanatory and should be answered completely.
- Question 3. Applicant should specify the new expanded band
frequency. Hours of operation are "Unlimited"; Power: Night 1
kw and Day 10 kW; complete the Critical Hours as "Not
Applicable"; the Class of station is "B"; and the Stereo box must
be checked. Leave the Mono box blank.
- Question 4 is self-explanatory and should be answered completely.
- Question 5 is self-explanatory and should be answered completely.
- Question 6. Antenna System. If non-directional, in the
Non-Directional Section check both the Day and Night boxes and fill in the
estimated efficiency based on 73.190, Figure 8. There is no critical hours
operation in the expanded band so do not check that box. For the Non-
Directional/ Directional section of Question 6, check the method of
excitation and complete the tower height information table for the
expanded band tower only.
- Question 7 must be answered only if a new site and/or new tower
construction is proposed.
- Question 8 must be answered only if a new site and/or new tower
construction is proposed. Applicant must provide a tower registration
number to complete Question 8.
- Question 9 must be answered only if a new site and/or new tower
construction is proposed.
- Question 10 must be answered.
- Question 11 must be answered. If a remote control location is
desired, specify the address of the control point.
- Question 12 must be answered only if a new site is proposed.
- Question 13 must be answered. If the "NO" box is checked,
applicant should submit a justification pursuant to 47 C.F.R.
Section 73.24(g) and place the exhibit number in the box
provided.
- Question 14 must be answered completely if a new site and/or new
tower construction is proposed. Question 14(b) must give the distance
in meters from the tower to the fence enclosing the tower.
- Question 15:
- Question 15, Parts A-1 and A-2 (daytime) must be answered.
However, only the 5 mV/m and 0.5 mV/m contours need be submitted. In
response to question 15, part A-2, the daytime 5 mV/m contour must
encompass the entire legal boundaries of the community of license. In
calculating the distance to the groundwave contours, all known pertinent
ground conductivity measurements must be used. Footnote 1.
- Question 15, parts A-3(a), A-3(b), A-3(c) and A-3(d) do not have to be
answered.
- Question 15, parts A-4(a), A-4(b), A-4(c) and A-4(d) do not have to be
answered.
- Question 15, parts B-1, B-2, B-3 and B-4 do not have to be answered.
- Question 15, parts C-1 and C-2 (nighttime) must be answered. Footnote
1. The nighttime interference-free contour is defined in 47 C.F.R.
Section 73.182(k)(1) as the 50% RSS value. Either the 5 mV/m nighttime
groundwave contour, or the 50% RSS Night Limit Contour if greater than
5 mV/m, must encompass at least 50% of the community of license. In
calculating the distance to the contour, use measured ground conductivity
data in the same manner as in the response to Question 15A.
- Question 15, parts C-3(a), C-3(b), C-3(c) and C-3(d) do not have to be
answered.
- Question 16 must be answered only if a new site and/or new tower
construction is proposed.
Certification, Section V-A, Form 301
- The person completing Section V-A should complete the Certification in its
entirety.
A contact person must be listed in case additional information is required to process
the application.
Section VII, Form 301
- Question 1 must be answered Yes.
- Question 2 must be answered if a new site is proposed for the expanded band
station.
- Question 3 must be answered if a new site is proposed for the expanded band
station.
- Question 4 must be answered by all applicants.
- Each applicant must complete and execute the certification.

1: If the station presently operates with a directional antenna either daytime,
nighttime or both, or has been a directional station in the past, there will be
measurements in the station's engineering file which are applicable to this
application. Furthermore, some stations,
including non-directional stations were allocated based on ground conductivity
measurements which are also in the station's file.

For the initial filing, assume that all cochannel and first adjacent channel stations operate
from the coordinates given in the Commission's March
17, 1997 Expanded Band Public Notice with a power of 1 kW and an antenna of
90 electrical degree producing an efficiency of 306 mV/m @ 1 km.
Assume the first adjacent channel stations on 1600 kHz (existing
band) operate with their authorized facilities.
