                              NOTICE OF VIOLATION

   Released: July 14, 2011

By the Resident Agent, Portland Office, Western Region, Enforcement

    1. This is a Notice of Violation ("Notice") issued pursuant to Section
1.89 of the Commission's Rules, to the Three Sisters Broadcasting, LLC
("Three Sisters"), licensee of television translator station K53JV in
       Bend, Oregon.

    2. On June 9, 2011, an agent of the Enforcement Bureau's Portland Office
inspected television translator station K53JV located in Bend, Oregon,
       and observed the following violation:

     a. 47 C.F.R. S: 74.703(c): "It shall be the responsibility of the
licensee of a low power TV, TV translator, or TV booster station to
correct any condition of interference which results from the
radiation of radio frequency energy outside its assigned channel.
Upon notice by the FCC to the station licensee or operator that such
interference is caused by spurious emissions of the station,
operation of the station shall be immediately suspended and not
resumed until the interference has been eliminated. However, short
test transmissions may be made during the period of suspended
operation to check the efficacy of remedial measures." During an
inspection conducted on June 9, 2011, the Portland agent determined
that spurious emissions generated by K53JV caused interference to the
Soil Moisture and Ocean Salinity (SMOS) satellite operated by the
European Space Agency (ESA). Three Sisters suspended operation of
K53JV when notified by the Portland agent.

    3. Pursuant to Section 308(b) of the Communications Act of 1934, as
amended, and Section 1.89 of the Commission's Rules, the Three
Sisters, must submit a written statement concerning this matter within
20 days of release of this Notice. The response must fully explain
each violation, must contain a statement of the specific action(s)
taken to correct each violation and preclude recurrence, and should
include a time line for completion of pending corrective action(s).
The response must be complete in itself and signed by a principal or
officer of the Three Sisters. All replies and documentation sent in
response to this Notice should be marked with the File No. and NOV No.
specified above, and mailed to the following address:
