Dear Mr. Kennard: I am writing in regard to the "Petitions to Reconsider" Docket #99-339 by the entities opposing description for the blind. It is my hope that the ruling will proceed as planned, and that any clarifications the FCC may offer will not delay the process in any way. Described entertainment is wonderful, and if a sighted person who has not been privileged to experience it were to get the chance, they would certainly "see" how vital it is to those who need it. There is definitely a market for this, which will quickly become evident as it grows in popularity. Besides the vision-impaired audience, there are many others who would benefit from this as in those who suffer from ADD, as well as anyone who may wish to enjoy the program in an audio format for whatever reason (i.e. while driving or performing another activity). It is a value-added enhancement to the work. Once the entities who are being asked to provide it to the public stop complaining and whining about it, they may be able to explore the advantages and potential REVENUE they could realize from the additional, appreciative audience they will receive when they finally implement... and promote... this service! Please, Mr. Kennard, do not delay this for the blind. The petitioners do not appear to have submitted any new information to be considered; they're just stirring the old stuff around and trying to make it look new. Respectfully submitted, Rob Baker
