C. 20554 Dear Ms. Salas: RE: COMMENTS ON NOTICE OF PROPOSED RULEMAKING IN THE MATTER OF VIDEO DESCRIPTION OF VIDEO PROGRAMMING MM Docket No. 99- 339 As a totally blind individual who relies on verbal communications, I feel strongly that if the Federal Communications Commission, mandates any type of descriptive audio to television programming, it should be done with emergency and welfare type communications long before it worries about purely entertainment type programming. I don't need to know the color of someone's tie as my house is being swept away by a high wind that I had no warning about, because I couldn’t see the running bar at the bottom of my television screen. I also feel strongly that I should have the opportunity to know the telephone numbers that flash on my screen while a voice is trying to get information to me.
