C. 20554 Dear Ms. Salas: RE: COMMENTS ON NOTICE OF PROPOSED RULEMAKING IN THE MATTER OF VIDEO DESCRIPTION OF VIDEO PROGRAMMING I am a blind person, and a member of the National Federation of the Blind. I support descriptive video. I think the first priority should be to give textual information displayed on the screen, but not spoken. This would include phone numbers and addresses displayed on commercials, local weather, and identification of speakers on news or documentary programs. Possibly, once producers are made aware of the problem, they could just put such information in to the program or commercial, and not need descriptive video. I'd like to be able to get my local weather from the Weather Channel, TV listings from the TV Guide Channel, and notices about community events from the public access channels. I also enjoy descriptions on nature and mystery programs. On nature programs, I like to know what the animals look like and what they're doing, which is often hard to find out without descriptions. On mystery or action shows, the climax is often nothing but exciting music. I know they caught the bad guys, but I usually don't know how they did it, if the show is not described. However, I think that entertainment should be a second priority, as it will probably be more difficult to implement than describing textual information. Thank you. 1
