         Statement from FCC Chairman William E. Kennard 
                 on FCC v. Iowa Utilities Board 


     Today's Supreme Court argument marks the beginning of the end of the
implementation of the local phone competition provisions of the Telecommunications Act of
1996.  It was clear that the Court is strongly engaged in weighing the issues before it, and
appreciates the magnitude of the challenges facing Congress, the states, and the Federal
Communications Commission.  I look forward to the Court's ruling.
