(National Telecom) filed Petitions to Deny the long form applications (FCC Form 601) filed by Cook Inlet/VoiceStream PCS L.L.C (Cook Inlet) and OPCS Three, L.L.C. (OPCS Three), winning bidders in Auction 22, the C, D, E, and F block broadband PCS license auction that closed on April 15, 1999 (Auction 22). On October 4, 1999, the Policy and Rules Branch (Branch) of the Commercial Wireless Division, Wireless Telecommunications Bureau (Bureau), dismissed National Telecom's Petitions and on October 28, 1999, the Bureau granted Cook Inlet's and OPCS Three's long form applications. On November 3, 1999, National Telecom filed an Application for Review of the Branch's dismissal of its Petitions to Deny and an Application for Review of the Bureau's granting of Cook Inlet's and OPCS Three's long form applications. On December 14, 1999, National Telecom requested withdrawal or dismissal of its Petitions to Deny and Applications for Review (Petition for Withdrawal). The Branch has reviewed the record and finds that the parties' settlement request complies with section 1.935 of the Commission's rules. Accordingly, the Branch approves National Telecom's Petition for Withdrawal of the following pleadings: 1. Petition to Deny the long form application of Cook Inlet, filed June 3, 1999 (file no. 0000012949). 2. Petition to Deny the long form application of OPCS Three, filed June 3, 1999 (file no. 0000012978). 3. Application for Review of the denial of National Telecom's Petitions to Deny, filed November 3, 1999. 4. Petition to Deny the application for the assignment of licenses from OPCS Three to Cook Inlet/VoiceStream GSM III PCS, L.L.C., filed September 8, 1999 (file no. 0000016680). 5.
