TO ACQUIRE CONTROL OF LICENSES HELD BY AMERICAN CELLULAR CORPORATION On November 16, 1999, the Commission released a Public Notice (DA 99-2542) accepting for filing the applications of AT&T Wireless Services, Inc., Dobson Communications Corporation and American Cellular Corporation ("ACC") requesting consent, pursuant to Section 310(d) of the Communications Act, as amended, to transfer control of the licenses of ACC to a joint venture to be created between Dobson Communications Corporation and AT&T Wireless Services, Inc. The Public Notice announced a deadline of December 16, 1999, for filing petitions to deny and comments with respect to these applications. On November 27, 1999, the applications were inadvertently changed to "dismissed" status by the Wireless Telecommunications Bureau's Universal Licensing System and remained on dismissed status until December 6, 1999. Because this change in status could have led the public to believe that the applications and the transaction were no longer viable, the Commercial Wireless Division has determined that the public notice period for the applications should be extended through December 23, 1999. Therefore, final action will not be taken on these applications earlier than December 27, 1999. Oppositions to such pleadings may be filed no later than January 7, 1999. All filings concerning matters referenced in this Public Notice should refer to both this Public Notice, DA 99- 2775 and DA 99-2542, as well as the specific file numbers of the individual applications or other matters to which the filings pertain. Further, the public is reminded that this proceeding will be governed by permit-but-disclose ex parte procedures that are applicable to non-restricted proceedings under 47 C.F.R.  1.1206.
