(MobileMedia) filed a Petition for Waiver of former Section 90.495(a)(3) of the Commission's Rules, 47 C.F.R.  90.495(a)(3) (1994), which established criteria for nationwide private carrier paging service exclusivity. In the alternative, MobileMedia requested waiver of the Commission's Part 90 Rules pertaining to private carrier paging service near the Canadian border. The Land Mobile Branch of the Commercial Wireless Division denied MobileMedia's Petition for Waiver on March 29, 1995. On May 1, 1995, MobileMedia filed a Petition for Reconsideration of the Branch's denial of its Petition for Waiver. The Branch denied MobileMedia's Petition for Reconsideration on January 17, 1996. On February 8, 1996, MobileMedia filed an Application for Review of the Branch's denial of its Petition for Reconsideration. By letter dated October 13, 1999, Arch Communications Group, Inc. (the successor-in-interest to MobileMedia) requested dismissal of MobileMedia's Application for Review, noting that "[i]ntervening corporate and industry developments have rendered the Application moot." The Policy and Rules Branch of the Commercial Wireless Division has reviewed and hereby approves Arch Communications Group, Inc.'s request to withdraw the MobileMedia Application for Review, filed on February 8, 1996, FCC File Nos. 677124, and 679372-679376.
