PageNet, which acquired its MTA licenses at auction, is seeking to obtain additional time in which to construct its Specialized Mobile Radio (SMR) systems. PageNet argues that, because it intended to use this spectrum to offer new, innovative services that are not yet available, a waiver of the Commission's coverage requirements is necessary to ensure that PageNet does not forfeit both the licenses and money paid for these licenses. PageNet contends that granting this waiver will be consistent with the Commission's policies underlying its build-out rules and will serve the public interest by fostering the provision of innovative, wide-area messaging services. Interested parties may file comments on PageNet's Waiver Request no later than May 7, 1999; reply comments must be filed on or before May 17, 1999. All comments should reference the Waiver Request and this Public Notice.
