Jacksonville Wireless, L.P. seeks Commission consent to assign a broadband PCS F Block license to Cricket Holdings, Inc. (Cricket), a wholly owned subsidiary of Leap Wireless International, Inc. (Leap), pursuant to section 310(d) of the Communications Act, 47 U.S.C.  310(d). In addition, AirGate Wireless, L.L.C. seeks Commission consent to assign four broadband PCS C Block licenses to Cricket. Leap, a spin-off of QUALCOMM, contends that it qualifies to receive designated entity benefits as a "very small business" pursuant to the Publicly Traded Company (PTC) exception.
