      PETITION FOR RULE MAKING SUBMITTED BY FLASH COMM, INC.

     On May 12, 1997, Flash Comm, Inc. filed a petition requesting that the Commission initiate
a rulemaking proceeding to adopt regulations for the secondary use of channels in the high frequency
(HF) radio band from 2-25 MHz.  Interested parties may file comments within 30 days of the date
of this Public Notice.  Comments should be addressed to:  Commercial Wireless Division, Wireless
Telecommunications Bureau, Room 7002, Federal Communications Commission, Washington, D.C.
