On August 6, 1992 a Petition for Reconsideration was filed by C.I.S. of Pine Bluff, Inc. ("C.I.S") against the application for major modification of ALLTEL Cellular Associates of Arkansas L.P. ("ALLTEL"). On September 8, 1992, ALLTEL filed an opposition to the petition. On October 16, 1992, C.I.S filed a reply. On April 1, 1996, Century Cellunet of Pine Bluff, Inc. ("Century") filed a request to withdraw the petition filed by C.I.S. (its predecessor-in-interest). The request contained a certification pursuant to Section 22.129 of the Commission's rules. On April 5, 1996, ALLTEL also filed a certification pursuant to Section 22.129. All relevant documents have been reviewed and are hereby approved pursuant to Section 22.129 of the Commission's rules, 47 C.F.R.  22.129. The Commission has reviewed the Petition for Reconsideration and finds that it raises no substantial or material questions of fact under 47 U.S.C.  309.
