              Application Grants to Carolina PCS I Limited Partnership

       Pursuant to the Commission's Memorandum Opinion and Order in the matter of
Carolina PCS I Limited Partnership, released December 24, 1997, the Wireless
Telecommunications Bureau grants the following PCS applications of Carolina PCS I Limited
Partnership (CPCSI):

The above licenses are granted on the condition that, as required by Paragraph 20 of the
Order, CPCSI meet its current second down payment obligation by submitting to the
Commission $4,633,005.00 plus an additional five percent late payment fee of $231,650.25,
for a total of $4,864,655.25, within ten business days of the release of the Order, i.e., by
January 12, 1998 (see Payment Instructions below).   

Payment of the remainder of the amount due on each license will be made in installments in
accordance with Parts 1 and 24 of the Commission's rules.  For each license granted, the
licensee will shortly receive from the United States Department of Treasury an original note
documenting the licensee's installment payment obligations and a security agreement
commemorating the Commission's security interest in the license in the event of default. 
The note and security agreement will include instructions on completing, signing, and return
of the documents to the Treasury Department.  Grant of each license is expressly conditioned
on timely execution and return by the licensee of the note and security agreement in
accordnace with these instructions.  Failure to comply with these conditions will result in
automatic cancellation of the license.  


PAYMENT INSTRUCTIONS 

METHOD OF PAYMENT

  All payments must be made in U.S. dollars, must be in the form of a Wire Transfer.  No
  personal checks, credit cards payments, or other forms of payment will be accepted.  All
  payments must be accompanied by a completed FCC Remittance Advice Form (FCC
  Form 159).  
  
  Wire transfer payments must be received by Mellon Bank by 6:00 p.m. Eastern
  Standard Time, Monday, January 12, 1998.  The wire transfer should be coordinated
  with your banker ahead of time, to allow sufficient time for the transfer to be initiated
  and for the transmission to be completed prior to the deadline.  To submit funds by wire
  transfer, please supply the following information:
