Roaming is defined as a  xxtelecommunications service occurring when the subscriber of one CMRS provider utilizes the facilities of another  xiCMRS provider. Most often, roaming occurs when the subscriber is physically located outside the service area of his or her provider.  CTIA argues that the industry needs  xadditional time to develop a means of allowing subscribers to keep their telephone number and separate  Sh- xthe Mobile Identification Number ("MIN") from the Mobile Directory Number ("MDN").h%1 yO-  >ԍxThe MIN as a 10digit nondialable number associated with a specific service provider and unique to each  xmobile station. It is programmed into the mobile station and is designed to contain a North American Numbering  xJPlan ("NANP")formatted number. This number may be equivalent to the value of a dialable MDN. Carriers utilize  xKthe MIN as a means of identifying subscribers for such purposes as billing and caller identification. The MDN is  xa 10digit NANP directory number assigned to address a wireless service subscriber. CTIA Report on Wireless Number Portability (April 11, 1997).  Currently, the  xzMIN and the MDN are the same.
