To serve the public rapidly and efficiently, we are issuing this Public Notice to remind  SL-interested parties of our procedures for processing transfer and assignment applications.L yO-#X\  P6G;/P#эxPublic Notice, DA 961765, October 25, 1996.  xPro Forma and nonpro forma transfer and assignment applications will be handled on two different  xprocessing tracks. In the normal course, a pro forma transfer or assignment will be processed within 30  xdays of the filing date; a nonpro forma transfer or assignment application will be processed within 75  x[days of the filing date if no petitions regarding the application are filed. Given the time it normally takes  xto process such applications, we recommend that any parties seeking approval of nonpro forma transfers  xor assignments before the end of the calendar year file these applications with the Commission no later  xzthan October 15, 1997. We recommend pro forma transfers or assignments be filed by November 10,  x\1997. However, CWD needs additional time to process CMRS applications which are subject to the  xUnjust Enrichment provisions of 47 C.F.R.  1.2111 because CWD must coordinate the approval of loan  S- x[documentation with the parties to the application and the U.
