   FOR FORBEARANCE FILED BY BROADBAND PERSONAL COMMUNICATIONS
   SERVICES ALLIANCE OF THE PERSONAL COMMUNICATIONS INDUSTRY

On May 22, 1997, the Broadband Personal Communications Services Alliance of the Personal
Communications Industry Association ("PCIA"), filed a Petition for Forbearance ("Petition"),
pursuant to Section 10 of the Communications Act of 1934, as amended, 47 U.S.C.  160(a) ("the
Act").  

PCIA requests that the Commission forbear from imposing the following on broadband PCS
licensees: Section 201; Section 202; Section 226 (TOCSIA); International Section 214; Section
310(d); and, otherwise not impose the resale obligation.  47 C.F.R. 20.12(b).

PCIA argues that the statutory criteria for forbearance under Section 10 are met because
(1) enforcement of the aforementioned provisions are not necessary to ensure that rates and practices
are just, reasonable, and not unreasonably discriminatory; (2) enforcement is not necessary to protect
consumers; and (3) forbearance is consistent with the public interest.

Interested parties may file comments to the Petition no later than July 2, 1997; reply comments
should be filed on or before July 17, 1997.  All comments should reference the Petition and this
Public Notice and should be filed with the Office of Secretary, Federal Communications
Commission, 1919 M Street, N.W., Washington, D.C. 20554.  A copy of each filing should also be

Floor, Room 101A, Washington, D.C. 20554.  Parties are encouraged to submit comments on
diskette.  Such diskette submission would be in addition to and not a substitute for the formal filing
requirement presented above.  Parties submitting diskettes should submit them to Ramona Melson
at the address listed above.  Such a submission should be on a 3.5 inch diskette formatted in an IBM
compatible form using Wordperfect 5.1 for Windows software.  The diskette should be submitted
in "read only" mode, and should be clearly labelled with the party's name, proceeding, type of
pleading, and date of submission.

and duplication during regular business hours in the Office of Public Affairs, Reference Operations

Pursuant to Section 1.1206 of the Commission's Rules, 47 C.F.R.  1.1206, this proceeding will be
conducted as a non-restricted proceeding in which ex parte communications are permitted but subject
to disclosure.
